"This week (June 18,2008) in Jacksonville, Fla. - where the foreclosure rate is three times the national average - officials are launching a campaign to promote the city's interest-free loans. Distressed homeowners can get up to $5,000, which will be forgiven if they stay in their homes for at least five years, said Dayatra Coles, manager of housing services."
